try searching for tips on youtube. there are TONS of beauty gurus that do tutorials with crazy colors and that show you tips and tricks on eyeliner and what not :)Back-to-school eyeshadow ideas..?
i think you should use bright shadows that shimmer and some color liner like blue purple silver that will really get people to notice ur eyes and u can wear 2 kinds of shadows half and half dats wat i do and people always comment how pretty and cool it looks hopes this helps :)

dark/bright color powder eyeshadow like purple or bronze, close your eye and use a brush to sweep your eyeshadow over the eyelid and a bit over, and then blend with your finger
