Surprisingly, Walmart has quite a few good color palletes. But if you want professional quality stuff go to MAC or ULTA. They have amazing makeupWhere can I get neon eyeshadow (not online)?
i would try the drug store or walmart, unless you are looking for much more expensive, higher brands of makeup like MAC or whatever (you can get these at specialty makeup stores or at the mall in department stores). not all neon colors are going to compliment your skin, so buy a variety and just start playing around. i recommend the l'oreal HIP brand of eyeshadows as they are highly pigmented and some of them are very bright. plus, they aren't too expensive which is always nice for a little experimentation :)
kiki isnt the person i'd be wanting to look like....but MAC has some great colors and there are some sites (i know you said not online) you are missing out on.
