M.A.C. cosmetics has really great neon colors. Their eyeshadows usually run about $14. They stay on all day, and trust me i should know, i only use M.A.C. and have many neon eyshadows by them. ;)
You can get some awesome neon shadows at professional makeup places like this: http://www.theatricalmakeupsupplies.com/ They are usually much cheaper than department store brands and are super highly pigmented. Check in the city you live in for theatrical supplies and see if they carry professional make up like Ben Nye.

For true neon colors, skip the MAC (this coming from a serious MAC fan) and go straight to Kryolan colors. Most theatrical supply stores carry it - and it can also be ordered online from MANY shops. It's a super pigmented, professional quality eyemakeup that's on par with MAC makeup.
try claires or hot topic.
Hot topic is the best place to get it ... thats where i get all of my neon eye shadow
Sephora and MACs. That's where I get mine =]
